Zelretch is actually a serious yet chill guy, Nasu said he's kind of like part 4 Jotaro from JoJo.
However, his once commment that he liked prank and tendency for his students to go batshit insane from studying kaleidoscope (not from being trolled) and also from his Prillya alternate creating kaleidostick make people immediately assume all of his incarnation is a unrepentant and irresponsible massive troll.

Yeah, one black seal can sober up all black servants since its such a minor command.
One more question, did Gil have anti-drunk medicine in his GoB or even if he have it he's too drunk to open and take it ?

He does but he's too out of it to use the medicine.
His serious side can be seen in Fate/Strange Fake story. Manga adaption Chapter 7 show this. When it come to matters that could threaten humanity survival and future, he doesn't mess around.
Zeltrech is an old guy who havelive a long time so it not surprising he would have a few quirk . The students that study under him to be the "pupil of a magician" always go crazy because they were not studing for self-learning and advancement but rather for the frame and what it could bring. Such people are not suitable to even wield a fragment of True Magic because even just a fragment could bring disaster on a huge scale. The pupil that study to become "pupil of a magus" turn out fine because they study to be a better magus. Not for the fame or power and stuff.
His counterpart in Prism Illya have a valid reason for the embarrassing stuff because originalily those sticks was meant for Rin and Luvia. Aside from helping them it was also meant to knock them down a peg or two. Rin and Luvia was known to troublesome troublemaker who when they fight each other stuff always get wreck big time. A lot within clocktower dislike them because of this.
Shirou could used an command seal to force her obedience. If he had acquire the comands seal of the others red master and the ones he had from his grail war, he had ton to spare. And Halena would warrant such measure because she an mage that on par with Medea.
Likely will never happen. Gaia hate humanity that unless enough of humanity is dead so that humanity can't damage environment again or humanity change enough to stop damaging the environment, it won't leave humanity alone.

When a trap have been prepare, you can be sure that the one who set the trap would have accounted for a lot of variable. And Shirou Kotomine is not someone who will underestimate an opponent. He will likely sink the whole red faction servant on Arcuied. Even with Arjuna and Shuten back up, it will be a hard press fight. Especial when four of them can hurt Arcueid and daylight is coming. Karna and Achilles can harm Arcuied with their weapons. Semiramis can hurt Arcuied with her EX-Rank magecraft. Halena can used magecraft that is effective against Vampire. Trying to command seal to summon the rest of Arcuied servant likely be hard as Arcuied would hard press by the Red faction to try. Also cost wise it would be a waste of six command seal in total. Four for summoning them and two to make them sober
