That... doesn't help. I mean, who exactly we're teamed up with will change a lot. As will which side of the event we're on. @eaglejarl, if you're giving us foreknowledge, do you want us to know this as well?
For reference, @eaglejarl, This will mostly affect how word-efficient the plan is, as far as I can tell. If we have to plan for both conditions, half that will be unused.

That's why we're pretending. If they call us on the lockboxes being too heavy for a normal scroll (unlikely in its own right), making XL storage seals is easy enough.
You have not researched any storage seal aside from the most basic.

Excuse me if this was explained already, still in the process of reading through but: [...] What is the point of squads here? As in, are there penalties for making one big squad of 9 people or letting people choosing how they split up? @eaglejarl already said we'd have Hazou, Noburi and Keiko in the same 9 man team anyway so I am guessing the other six will do the same if they are from the same Village.
The expectation is that the 9 of you will work together.

I express concern with this. Giving too much chakra (>5%) gives us Consequences, and the chakra bleeds out over hours anyway. I dunno what rate that is, but still.
No, Consequences are what happens when you hit 0 and keep going.

Question is, how do we defend from other roaming Blue Teams. We won't be the only ones to notice that the rules do not forbid you from attacking other teams, but in fact encourage it, since it much easier to inflict maluses on other teams than to win your own rounds.

This is a very good point and I hope it doesn't get lost.

For example, if I was Shin I would form my own SuperTeam Mist and agree beforehand to work together during the event, regardless of how we get split (we already suspected being split and made to fight each other so this is IC knowledge). I would make up a signal, like a specific explosive seal pattern, to signal Mist nins from my own platoon (red or blue) and those from the opposite platoon plus all Mist nin that are "observing the event" to immediately attack any non-Mist nin on the Red or Blue platoon and inflict Severe Consequences. Minus points are irrelevant if none of the ninjas are capable of participating in the next round and he already has a good enough lead that inflicting minus points to everyone is fine (and it's mostly a net zero loss for Red and Blue teams; only the extraneous Mist nins technically gain points by lowering everyone else's scores).

We should look into either doing the same with STL or agree on a defense pact that crosses the Red/Blue borders the moment we suspect another SuperTeam is attempting this.

Grumble grumble grumble. @Oneiros , I'm leaning more and more towards total slaughter. If you could please add some contingency that says something along the lines of "prioritize disengagement if ever facing enemy groups larger than 3 ninja" or something similar there's a very good chance I'll throw in my vote.
Likely going to do the same, plus some other possible changes below:
  • If they want in we will provide full seal support and Summons
  • Chakra redistribution as well
  • Heavily trade for Team Kurenia's assistance
  • For Nakano Ryouichi offer
    • Political favors from The Hokage children
    • A seal loadout to be given during the month break
I will argue that we don't need to immediately offer all this; I'd say that we should trade only if they hesitate/ask us to sweeten the offer.
If necessary bribe them
Again, we don't "bribe", we "pay" or "trade".
Have Noburi try to get Akane's seal loadout
Please don't do this.

Other than this...maybe add some detail as to how we fight? I can write something up, and help shrink word count to help with spoons.

Note - other teams are incentivized to attack our courier, unless it's a Pangolin I guess. But that tells everyone who it was that released the info.
This is the last event. If the people we are targeting are on the other team, they have incentive to:

1) Attack us anyway

2) Do so in groups depending on what round it is.

After the event it doesn't matter how pissed they are.

I can write up a general post describing in detail the merits of my proposed strategy and all working elements of it, if you want, but trust me that it doesn't hurt to have Noburi make like ~30 of these in an hour or two.

@faflec

1)Specify we won't use the dossiers just yet, don't want to accidentally them like the tipserators?

2) It would be incredibly useful if we can arrange some way to contact and or locate Shikamaru during this event beforehand. (Regardless of whether or not he ends up on the same Color as us in round one. We can modify our general strategy such that it doesn't hurt him and helps us and vice versa, through some collaboration. Even if you very much doubt that we have CURRENTLY have such an option as far as strategies go, it will be extremely beneficial for us in the event if we can reliably contact him. Perhaps a party trick or fireworks or a white flag with the "oil" kanji on it. Whatever works.)

Edit: Note that the fact above regarding "Useful to contact Shika" is true regardless of meta knowledge.

Sorry, I missed this from earlier. I'm referring to Wakahisa overcharging, which means they're giving us over 100% our Chakra Reserves. At >5% we get a Mild Consequence according to the rulesdoc.
A Wakahisa may transfer more chakra into a person than they could normally handle. As with overdrawing, this inflicts Consequences:
  • 0-5%: No Consequence
  • 6-20%: Mild
  • 21-50%: Moderate
The chakra leaks away naturally over the course of a few hours.
Will add most of those. Will keep asking Akane for her seals for now but if it's the only way to win your support will cut it
It's...not necessary but it's something I really do want; my main concern was @18scsc's concern which I seconded. I will still emphasize that it's something that's unnecessary and possibly damaging to any future relationship between the two of us, and suggest that if word count becomes an issue then you should cut it.

I think I did 1) already but will make sure/clarify. 2) is possible but I'd like to confirm it's not too far off the line. @eaglejarl confirm it's not metagaming here; we do expect to be working as teams against each other, so...?

...You know, if we convinced every squad on every team to lock up their own team, there would be twelve people left. Enough to get into the tournament.

Why would we need over 100%? I just said full tank. Not overfilled tank.
But we should already have a full tank (24hr to event start) and my plan doesn't need us to spend chakra... Eh. I'll change it to clarify.

[X] Default Plus
  • Sleep in shifts, maintain security, get to the event on time.
  • Hazou makes extra seals: Banshee Slayers, Tunneler's Friend, Usamatsu's Glorious Life-Saving Preservers, explosives, Goo Bombs+LBF+5SB (for Jiraiya to infuse), macerators (OPSEC concern?)...
    • Basically he makes extras of anything he thinks might be useful in a combat/infiltration mission with multiple different teams working together.
  • Keiko goes to the Summoning Realm and gives her contracted Pangolins a sitrep on the upcoming Event (or what she knows of it).
    • Give Jiraiya possible seals to infuse.
  • Noburi: Go shopping.
    • Try to find some nonlethal poisons that can work via physical contact or can be spread via macerator.
    • Buy some extra lockboxes, put in storage seals, bring to Event. Try to match Team Kurenai's description of the lockboxes they saw, if possible.
    • Make extra copies of dossiers, possibly distribute to all teams.
    • Pay Leaf ninja to refresh spent chakra, if necessary.

Current plan. Any feedback or concern is appreciated

The plan: Get remaining contestants on board to hunt enemy teams.

Word Count 254/299

[x] Action Plan: Total Slaughter

Prep:

  • Consult with Kei to see if plan is viable
    • Make sure she ok's all use of pangolins beforehand
  • Then run plan past Shikamaru. Ask his advice on negotiation strategy
  • Let all members of Leaf know we are preparing an ambush
    • If they want in we will provide full seal support and Summons
    • Chakra redistribution as well
    • If they appear reluctant
      • Heavily trade for Team Kurenia's assistance
      • For Nakano Ryouichi offer
        • Political favors from The Hokage children
        • A seal loadout to be given during the month break
  • Request Chakra from former Leaf contestants
    • If necessary trade seals or other concessions
  • Have Noburi try to get Akane's seal loadout
  • Have Hazou Draw seals for Jiraiya to infuse
    • Specifically LBF, 5SB and, GooBombs
  • Summon every Pangolin Kei has chakra for
    • Kei is free to use her discretion to choose who to summon
  • Get a few hours of sleep
Strike teams:
  • Divide everyone into 3 teams
    • At least one tracker on each team
    • At least one Pangolin with each team
    • See if Ino has any telepathic abilities for long range communication
      • If she does stay relatively close to coordinate strikes
  • Goal is to track enemy teams and engage if squad leader says go
    • Make note before splitting up it's better to play it cautious. Only engage at favorable odds
      • prioritize disengagement if ever facing enemy groups larger than 3 ninja
    • Give out seals to help with strikes
      • Specifically offer Banshee slayers, earbusteres and, goobombs
  • Noburi stays at secure location to drain victims after fights to replenish chakra

@eaglejarl
Reasoning: We know there will be a red team and a blue team of some sort of composition and number. Mist is likely to split us all up (Ino has noted this). Despite this it would be useful to agree on ways of signaling each other beforehand (Lets NOT repeat Event 4, where we had to spend a decent portion of time hunting Shika down.)

Give our honor we won't abuse this or otherwise waste his time in the event with it.

@eaglejarl Can you clarify whether you want us to include planning for the event?
Ideally, yes.

Yes, it's fine if you set up plans on how to sync up with STL or other people.

Well, Noburi will need his tank filled up at the least, since his chakra water doesn't store chakra indefinitely.
This was addressed by others, but to confirm: he has a Wakahisa barrel and chakra water in one of those leaks chakra over weeks or months.

That's fine.

@Oneiros Your plan is getting close to the word count, and I'm starting to wonder if there should be a contingency on your plan in case Keiko or Shikamaru vetos the ambush; if that's the case I'd want you to have an abbreviated version of my plan. Do you want me to help abbreviate your/my Action Plan to get this done?

Completely forgot about this, sorry. I've added both.

Do you think we should also have a way to contact Team Kurenai? Edit: And Nakano?
