Turn 1: Fill Vacant Positions
Friendly sparring with the Deathwatch is all nice and good to bring cohesion in your troops, yet you are not yet an Order. Hierarchy must be maintained for the Sisterhood to continue to exist unimpeded. Despite the lack of the idiosynchrasies that plague the Legiones Astartes or the Imperial Guard, sisters of different worlds must still be brought together in a greater whole just as the Emperor united Terra and all of Mankind under his divine banner. Fortunately the Rule of San Leor was made for such an occasion, for the Saints who founded the Adepta knew there will come situations like yours when an Order is born. There are trials, of the body, the spirit and the mind appropriate. You enact them all and even pass them yourself. For perhaps someone worthier of rule is already present and attachment to the vanity of your titles would be a grievous sin.
You pass them all and are acclaimed by the circle of your sisters. In the crucible of training as hard than any battle you test the rest. You defy the Watch-Captains in the simulation of full-fledged campaign, using the large training grounds to test your logistics and your preparations. None die even if there were some very close calls and they understand why you do this. Amidst the thunder of bullets and the clashing of blades against a foe more formidable than many you would encounter, eighteen sisters distinguish themselves. Of course this is thrice as many as the positions in your hierarchy but all can be trusted to serve if not called and some will be Sisters-Superiors of great renown.
Sister Madri shone by her faith even in your sisterhood. Her prayers to the Emperor turned aside the thunder called by the sons of Magnus and even the holy suffering of the sons of Fulgrim. She never despaired even when pitted against foe beyond her ability to fight with inadequate reinforcement. Indeed she impressed the Astartes with her sheer refusal to give up. Of course, this determination is helped by the fact she is surely blessed. None can explain otherwise the amount of her luck. It's subtle but events favor her, not in an overwhelming way but as a series of small coincidences building to great effect
Sister Sarojini is heterodox, something rare in the Sisters of Battle. Speaking these words you don't impune her faith who is radiant and pure but her tactics. She has no honor whatsoever and asserts that, with the dread exception of using the enemy's tools against him which is foolish beyond measure, all is permitted against the foes of Mankind. Thus she joined the Retributors and is adept to dealing maximum damage without endangering her own troops. She even has mastered stealth. Which for someone in power armor is no mean feat. She ambushed Astartes of all loyal Legions excepted the sons of Alpharius who saw through all her ruses.
Sister Anushka impresses even you. Her flesh is covered in scars who would have killed you twice over. She stood against what the galaxy counted as its worst abominations. She was captured by Dark Eldars and destroyed the ship of her captors as she made her escape. She defended a shrine against the legions of Chaos and the swarms of the Great Devourer. She even bears the scar of her survival with pride. Her mind is intact even after so many battles where she was the only one standing of her unit or her contingent. One of the Emperor's Children wondered heavily if she bore the mark of Lucius the Reborn who died in glory at Terra.
After the tumult of open war comes peace, preparation for the next battle. There you observed what friendships your sisters struck as they tried to gain an advantage against the Astartes. It is very instructive
Sister Kunti was able to charm this most elusive of prey, Inquisitors. She served under you on Nemesis Tessera and she was even recommended for the Holy Ordos. Such contacts served you well as she acquired wargear and artifacts to use in your training. Notably she hid several digital weapons in her gauntlets which were very useful when she struggled against a World Eater in close combat. She even convinced several Interrogators to test their mettle against the Marines, joining you in training. Such thing is very impressive, especially considering she must have overridden their common sense to do so. The Inquisition is always an useful friend to have and a powerful foe when roused.
Sister Rehlya comes from a hive-gang. You shouldn't judge but it shows, notably in her manner of fighting who remains suitably violent and unrefined. What you didn't know was her skill in making friends in unexpected places. Her unit assures she accumulates acquaintances everywhere she goes, from the children of menials to dealers and gangsters near her chapel. You didn't know it could be useful, except when she warned you of the next plan of the Astartes, taken from the mouth of one of their serfs. You are sure he saw nothing wrong with boasting of what he heard from his masters. In the wider world it could be useful, after all, cults and dissidents prosper in the underhive near the territory of the gangs.
Sister Kamwhal proved that defeat can mean friendship. She was defeated by Space Marines, they supervised her healing. She defeated Space Marine, they exchanged tactics and favorite foes when they left the training grounds. She has an encyclopedic knowledge of the Nine Loyal Sons and even confided when pressed her greatest regrets is that the geneseed doesn't integrate in women. She fought with the Nine Legions in many campaigns and even gleaned secrets concerning the Traitors. That doesn't surprise you. Astartes are very talkative about their rolls of infamy and ancient grudges. Still they are valuable allies on the battlefield and even outside of it.
Sometimes Sisters stray from the path. While you don't have Repentias at the moment, you must prepare for the day where you will have to build such units. You decided to cut to the chase and simply contacted the sisters under you who commanded such units before and studied their files intently.

Such was not a waste like the Imperial Guards commanders who lead Penal Legions to ignominious end. This was the crafting of great miracles by the demonstration of the Repentia faith. It protected them as they charged and they broke the lines of their foes with abandon, tearing wildly into the monsters of the universe. Miracles, genuine and recorded stalked her path, bought in the blood of the righteous and yet no less precious.

This Ananya thinks is also a sin for it robs the Imperium of a capable warrior. She urged her charges to remember they strove to be redeemed. Thus, they grew in morale and were unbreakable, even moreso than their sisters in battle. Their deaths bought victory but some returned to the ranks of the Sisterhood and joined elite units, bringing hope even as they became knights with blessed lances crushing the heretics under their wheels.
In and outside battle, flesh and steel must be maintained and there again Sisters shine through. While you have neither Techmarines nor Apothecaries you wouldn't last long without medics nor smiths. Blessed is the Emperor who gave you such sisters to help your endless crusade.
Sister Tivra is mighty in science, hailing from the Orders Hospitalier before she took arms for the faith. She has fought well in many campaign and her flesh has been offered to the Emperor as a sacrifice. You don't know how much of her is bionics but you suspect she approaches the threshold of the Machine Cult. Her experience with bionics and prosthetics is unmatched among your forces and even it is grim work it needs to be done. She would surely keep many of your Sisters in the frontline with her medicine.
Sister Vayu has bold theories on healing and the workings of the body. She is a fighter of a different sort than you. Hospitaler and Famulous she fights mutation wherever it hides and breeds, quietly judging when the drive to improve the human form becomes heretical. She is scarred by her encounters with the dreadful scions of Corax, these most frightening of Traitors. She confesses under some duress she has been allowed to dissect creatures wrought by Fabius Bile himself to learn their weakness. She knows how to kill everything the galaxy can throw at you and poison even Traitor Astartes.
Sister Jiwara is somewhat of a minor celebrity. She holds great hatred for Nurgle Grandfather of Decay, its servants and its creation. Such disgust she has for the foul god, she even volunteered for the excruciation of some of its mortal disciples. Such things should not be possible but it seems she brought forth cures for some warp-borne ailments, especially if the victim is faithful. Salves and balms are one thing but she can free you of the fear of the Iron Hands and their mortal slaves for she fought their biological warfare and is alive to tell about it and mourn the countless victims of their relentless purge against weakness.
Sister Rati abhors the secrecy of the Mechanicum. She thinks it's the main reason of technological stagnation where the Emperor decreed rightly-bound progress. She is now heretek wanting to tread a stranger path but she would divulge what some maintain secrets. She teaches apprentices the litanies of the machine and pilots more than they need to drive their tanks. She hopes to enlighten their souls until they come to the Emperor's service and rise in the Priesthood of Mars, where they will be of great service to the Imperium.
Sister Lya has strange obsessions, not heretical, just strange. She wants notably to build your Order a fleet of Rhinos and bikes and leaves no Sister on foot. She is talented but you cannot help but think she is a little less sane than you would wish. Brilliant yes but insane.
Sister Ujali is a smith. Yes she calls herself that because she comes from a technobarbarian world but the facts are there. She is not an engineer but the builder of magnificent weapons and artifacts. She has wrought amor and weapons for the Sisterhood and reliquaries for the Ecclesiarchy. One of her blades is even into the hands of an Iron Warrior captain who shed the blood of abomination around the Iron Cage. Her shameful, secret goal would be to recapture items fallen to Chaos and purify them of taint before reforging them as tools of the Imperium. What a victory it would be if possible.
At last you need a left hand, someone strong in the shadows, dealing with the unexpected. You cannot rely only on the Inquisition to keep against cults or know how to attack the foe where they hide. Such things are not dishonorable as you don't deal in knives in the night but only in eyes and merciless judgement.
Sister Lakshmi proved in her scouting missions she was no stranger to hard choices and sacrifices. Many times she risked herself to bring news of a coming attack. She also led some attacks succeed to lull the foe in a sense of false security and attack at their weakest point. That is more debatable as it could translate in needless losses for the Emperor's chattel yet it can be harnessed for she has proven adept to identify those who can be pressed to make these choices for the enemy. Against Astartes it was inefficient but against traitors and xenos?
Sister Durga is a figure of merciless judgment who gained the approbation of the sons of Konrad Kurze. She is a specialist in terror tactics and propaganda campaigns having been recruited from the Order Sabines where she infiltrated planets in advance of the Missionaria. She learned the lessons of fear and her files mentions she has only meritorious lengths she won't do. While she hates the vile xenos by instance she will not subject Craftworlder Eldars to the terror of losing their souls to She Who Thirsts. She has no such objection concerning their Commorathi kin whose souls are already forfeit.
Sister Sarasvati is a born savant with an eideitic memory. She has developed an interest for cults when she was very young and endeavored to understand all facets of a conspiracy. She looks for patterns where others see none and more often than not she discovers things that should not be. It has earned more than a murder attempt as she discovered cults hiding in the very nobility. It's also there she has used her uncanny abilities to make friends among the downtrodden. She hears what others does not and it guides her eye and her blade to places many think unbreachable.

Not one of the Spy-canditates, but her talents seem perfectly suited to it. Make friends among everyone, especially friends who could tell you of suspicious activities.
Though I would give Sister Durga her own small command, her work is not something our entire intelligence-apperatus should be doing, but it is very valuable to have a few teams capable of it. @ganonso Would that be possible without making her Spy Mistress?

Madri is obviously the Faith/Willpower pick. We're Sisters, this is entirely orthodox and it's our main hat. I'm also using this to mitigate any negatives from unorthodox picks later.
As a review, Asteria has personal links from serving in an Inquisitor's retinue in the past. As such, I'll lean towards a diplo contact favoring SM as hopefully Asteria herself can swing the Inquisition if it's necessary.
Ananya is the first weirdo pick and helps work against the worst stereotypes of the Sisters. (Also Repentia are so dumb)
Vayu is the offensive pick. Enhanced killing is a good thing. If Sisters are taking a lot of wounds, they're probably fucked anyway.
I gave serious thought to Lya, even as the joke reference pick, but we can't guarantee being able to use them. Ujali isn't a good pick for overall lead given her monofocus.
Sarasvati is a great information anti-Chaos pick and also helps mitigate the SM-oriented diplo liaison picked earlier.

Very skilled and very experienced. The biggest problem is that her allies do not appear to survive her battles with her. Without knowing more it would be difficult to say whether or not this is an unfair reflection on her ability to command.

You shall never suffer a witch to live. So speaks scripture in its wisdom. Witches are responsible for so much suffering and you recognize it's not always or even most often their fault. Their souls are beacons for the enemy beyond and they stand damned at the instant of their birth. Yet the God-Emperor is merciful and His hand spread across the stars. Some will be saved by uniting with He on Earth, becoming part of the glorious machinery of the Golden Throne. It is an union you desire as any devout soul and you envy them this privilege to fuel the eternal flame of the Lord of Hosts, searing the very flesh of the Ruinous Powers. Some will be trained by Imperial institutions, their powers harnessed for the good of Mankind. For they must ever serve Mankind and not rule over it. Those who fall into corruption before or after will be cleansed by pure flame, attaining salvation through annihilation. Their deaths are a blessing for all who live, and they shall be slaughtered to the last. This is a duty of the Sisterhood and one you relish.
There are witches and there are the Sons of Magnus the Red. You savor the paradox of the name on your tongue. First of the Witches and yet loyal son of the Emperor to the end. Figure of restraint and saint of those damned without fault. His sons are the defenders of Mankind against daemons and heretical sorcery and yet all bear the taint of the psyker. Neferou appears as typical of the bunch: When he sees you, you are both unarmored. His flesh is golden like the sands of some forgotten world. His eyes are blue and surrounded with kohl yet even without the sacred plate he dwarfs you in stature. You sense his mind peering into yours, just in mundane fashion, even if you feel his thoughts caressing yours as a tentative gesture. You close immediately, raising defenses made of faith and prayers. Far from disturbing him, it seems to meet his expectations and he actually smiles. Your defenses are judged passable and the defensive position you have taken is more than that. You don't fancy your chances against an Astartes in unarmed combat. Yet even if you died, you would cripple him. You have been trained for that. It's an unofficial duty of yours but it's one nonetheless.
"Your sisters show adequate skill with the bolter" You snort at the rank attempt of flattery. Your Sisters are not completely worthless with the bolter but still their individual skills are nothing to write about. Yes they totally outclass the privates of the Imperial Guard. Good except it's an open secret the Emperor's Hammer's accuracy is crap and worse than that. Even the youngest of your sisters would be considered at veteran's level in the guard or Emperor helps you all, the Planetary Defense Forces.
"We do our duty." Your answer may be crisp but training continue. Sarojini is actually more stringent than you on this point. You understand why. You rose through the ranks through the Seraphim, your second in-command led Retributors and spent years refining her skill with the heavy bolter. She won't be satisfied until they can at least hit target half of the time without the advantage of massed fire. Felling foes without suffering losses is not that heroic but you agree with her there is a time for heroism and another for pragmatism. Both must be weighted carefully.
Despite the awkward beginnings, conversation moves on splendidly. Neferou is a learned soul and to your surprise a genuine worshipper of the Emperor, which is rare within the Legions. He respects the prowess of your orders and welcome your contribution to the Crusade. The theological debate about whether your acts of faith are the result of your great faith touching the majesty of the Emperor or is it His blessing coming down unprompted is surprisingly genial. You sense he is surprised to see a Sister of Battle so learned but you were always of the mind one should know the divine to hunt efficiently for heresy.

It's a mess. Imperial Crusades often are. You mean nothing ill by that. They are glorious messes who bring light to the galaxy and fire to the wicked heathens. They are still messes. The sheer scale of the endeavor ensures it. The vagaries of the Warp ensure communication is problematic even among elements of the expedition. Add to that the multiplicity of foes, some hidden and the idiosynchrasies of the Warmasters and you have a recipe for small-c chaos. In that case haste caused many problems. Achillus, rest his soul if he is dead for you have a bad feeling about a lone ship being swept away in the Warp, embarked with the accustomed regiment of Sons of Horus. He advanced quickly and fortified his position, striking at these worlds controlled by the vile Tau in priority. Neferou confirms your reading of the reports, the xenos retreated to their positions, the general tried to pursue and the worlds he had freed rose against him or declared independence. Typical. So many commanders forget that despite the racial bond, a world having spent millenia beyond the Imperium's aegis will not see his reintroduction to the greater species kindly.
Achillus died and his successor Tetrarchus decided to separate the Crusade in three segments. One is fighting the Tau and is currently ensnared in a web of heresy and treachery, extenuated by purges and in the hands of inefficient lords. Tetrarchus wants the Crusade to be concentrated there while one of the others arms is fighting a desperate war against the Tyranids and the other skirting the borders of the Warpstorm called the Hadex Anomaly. The Imperium's momentum has stopped for a time and you are not sure it can be easily regained. Which leaves your Order. While you are not many, less than five hundred Sisters of Battle, you are a force who can quickly deploy and turn the tide, not counting your effects on the morale of the Imperial Guard.

Wicked Sisters: Ialos and Delphos are twin pleasures worlds, made for the leisure of the Imperial elite. They became soon after resettlement wretched hives of villainy and sin and you are not surprised to hear rumors of cultic involvement. Neferou senses something is amiss but his teams are highly visible and several Inquisitors visited the planets without understanding what is amiss. While you are not so skilled as the Holy Ordos, you have your own ways to gather information. Neferou and the Inquisition would be most grateful if you found the source of their unease.
Maheli: A pustulent fortress world two steps away from becoming a fully-fledged demon world of Nurgle. Not only this is a stronghold of the foul worshipper of Chaos, sustained by a force of traitorous Iron's Hand, it is one ravaged by war. The Death Korps of Krieg are engaged in a great conflict to seize the fortresses and even their legendary resilience would only be helped by the Daughters of the Emperor coming to support them. Crusade Command especially the Imperial Guard would be most grateful for your intervention
Freya: A dead world with many unknown, except for those who have walked the paths of the galaxy. The great pyramids and mausoleums of this world are Eldarin in origin, speaking of a far-flung colony of the great empire. Despite the lack of available bio-mass a tendril of the Hive-Fleet Dagon has begun preparations for planetfall. You don't know why but any deviation of Tyranid comportment must be studied. The Ordo Xenos would be most grateful for your diligence.
Eleusis: The Hive Fleet darkens the skies of the shrine world, befouling sanctuaries who have withstood the long wait for the Imperium's return. Strategic prognostications are not good and the evacuation is underway. Still there are a thousand things to do whether to help the flight, evacuate genuine relics or even try to turn the tide of darkness. Victories there will live forever in the annals of the Ecclesiarchy with some dignitaries already steeling themselves to defend their world to the death
The Quarantined Worlds: Lord Ebongrave, master of the Canis Salient and paranoid fool in your opinion quarantined three systems under suspicion of rebellion. Fortunately for everyone he trusts still the judgement of the Ecclesiarchy (but not the Inquisition curious that). You can go to these systems and see what is happening. The commanders of the blockade are all but begging you to. After all there is neither glory nor use in their stationment there and their ships could help shore up the crusade's forces. Iphigenia: Lady Malleus Asteria has requested an escort to go to Iphigenia, which is a Tau world. She goes on a diplomatic mission. This is beyond strange but not unheard of. After all the Tau are many things but not Chaos worshippers, if they found something or something is up on their worlds they should allow the Inquisition in. In any case a guard of gleaming Adepta Sororitas could strike fear in the hearts of the Xenos and their worshippers. The gratitude of the Ordo Malleus would be yours after that.
