My first guess was Clara Dolls, but the mention of glasses and braids didn't fit any of them.

Think back to one of the first dream sequences wayyy back when, with all those other Homu's (with red glasses and braids) running around inside Homura's head (and there was a 'crack in the sky' back then too). We talked to a few inside some command center. That's been a... I don't know if it's been a large theory or not actually. Anyway, I had that idea a long time ago myself in general. Potential is basically Karmic Weight, how much your life affects everything else.I mean, I reckoned it was somewhere between a confluence of Homura's various selves- perhaps all conglomerating together as she walks the timelines, similar to all the Madokas becoming a unified Bezier Spline of Madoka-ness. So, either the herselves she 'overwrites' as she walks the timelines, or something similar, depending on which theory of timemeistering/universe-sliding that this adheres to. Certainly, that snippet awhile back:
gave me the impression that, just as Madoka is picking up potential, so too is Homura taking up... something, from the herselves in the timelines she's weaving together. One for all and all for one?
And even when Homura "Witched" she didn't actually turn into a Witch, she turned into... something else. But that Something Else most likely did have access to her un-tapped Potential considering she also re-wrote the Universe, something Madoka had only done previously through the power of her Wish in that final time-loop.
I always interpreted it as her wish basically 'updating' itself to be able to fulfill the "protect" part of it. If you wish to protect someone, and said someone became a goddess, then you might need to get a boost too. That being said, it's not incompatible with what you say, it's possible the update ever occurred because Homura could have potentially reached that level, at this point.
