Alright, I could not think of a good foreigner song on short notice so I went with this

So, we are adopting a foreign pistol in a climate that would prefer we take a domestic design which has clearly ruffled some feathers. Allowing for private purchase of the Schaubler, gives an option to general officers and the like who don't really need a full service pistol while also allowing domestic producers to save face/calm them down. Overall I think just taking any design that is chambered in 9x23mm SR is a crapshoot of an idea but if they wanted to rechamber any of the tested guns in it that would be fine, as long as they work properly. Which looking at it would only be the C53 in all probability, or the Frankengatsch I suppose, unless Schaubler makes his gun about twice as big.

Guys, if we just adopt Bagira as a service pistol, without any additions, we would basically order shipments of it from Empire of Balkhchivan, aka the geopolitical opponent. We would not only fund their MIC, but also wouldn't be able to restock once the final phase starts and not!WW1 kicks off.
So, if you're keen on adopting it, at least request licensing local production as condition for doing so.

Honestly, and @NothingNow can correct me if I am wrong, but this would be part and parcel of procuring any foreign pistol if only because of the sheer volume that we need produced especially with ammunition.

Yeah, it's a half million pistol deal, and you're a Great Power dealing with a relatively small company in another reasonably hostile power (IWM and GEW would have other ideas, but GEW is size comparable to Ludwig Lowe/DWM, and IWM is not particularly small either, because the Irmionic Empire has a fucking huge arms industry, and is a fair bit more industrialized than you and Balkhchivan are.) The most you're actually importing is tooling and pre-production models, and maybe paying to set up a factory if they don't already have a licensing deal set up.

Like, none of these guns have been adopted at home, so there aren't production lines anyway. Your biggest real contention is if they're going to build their own factory, or handing it off to a state arsenal to collect those sweet sweet royalty payments without actually doing anything.
 
Well, I should have cleared that up before assuming. Thus plan Complicated is essentially identical to plan Encouragement, and I'm not sure how we should handle that.

On the other note, what are our relations with Irmionic Empire?

Fair to decent. Y'all haven't shot at each other in two generations instead of one.
 
I will reiterate, its important that we at least throw the domestic designers a bone, if only to head off any political shenanigans or headaches and salve bruised egos. To that end, there will always be officers who need a pistol as a badge of rank and/or dont need a full powered service pistol/prefer a smaller gun, which the Schaubler fulfills the need for nicely.
