Several groups have tackled the 'can you disrupt a hurricane with a nuke' question. NOAA gets asked it often enough they put it in their FAQ. The short answer is "no", a slightly longer answer is "no, and its a bad plan, because radioactive hurricane."

Guinea pigs make awful experimental subjects. They are far too given to dying under the smallest stressors.
