Honestly, colonizing Naggarond seems like a wasted effort in my opinion. I'd rather spend those resources, pop, and gold building up holds in the Old World. Hell, I'd rather set up Holds in Cathay before going over to Naggarond. That said, naval assistance against the Dark Elves is potential...
