    Thats because that is chibi Tokimi from the Tenchi Muyo OVA series. She appears as a chibi while at the Masaki residence.

    Huh, somehow I thought Tokimi had long black hair. I really must watch more Tenchi at some point, though it's pleasing to know I was actually right in my WAG.
