IMO there technocracy + Ascended Meritocracy feels complementary, best people for the job ruling with science and reason. Scientific directorate for advising could be helpful to that but efficient bureaucracy seems more useful because it means the people aren't saddled with a garbage system to work in. Take the best runners and shoot them in the feet and you won't win any races even if they get great advice from trainers.

I wanted to have a bonus so we weren't science and industry all the time, yeah we can science and build our way out of stuff but IMO that's boring, without diplo, intrigue, art, debate, etc, we're a heartless bunch of folk in a lab/factory all the time. Sounds pretty oatmeal to me (but might not be).

Since none of us actually have visibility on how the QM is classifying our bonuses we can't know definitively where the lines between the civics and ethics levels are so blanket statements about what WILL work "best" aren't accurate or constructive.
