Walter Stans was a convicted serial killer on death row. All the other victims could have been abducted without interference, but the Predators either had to take him from an American prison, or they "bought" him from the government.
Both options could be used for an interesting prequel movie. The abduction for an action movie, the other for a thriller similar to The X-Files.
