"On a planet filled with strange super powered abilities known as Quirks,
Several select people have come together, all here to discuss one thing.

War.

The world is at war... and every normal person is stuck in the middle.

There are two sides in this war.

The Heroes, people with amazing abilities, paid to protect the everyday man... And failing...

And then there's You. The Villains. All of you have been hurt by the Heroes, either purposely or through inaction, and each and every one of you is a criminal because of it.

Let's face the facts, Villains? We're just normal criminals, every day more of us come and go. But the so called 'Heroes'?

Completely and utterly corrupt, save for a select few who I would truly call Hero.

Now, I'm here to tell you that the only way that this war is going to end is if the Heroes, the ones supposed to be saving the world? The ones destroying it? Are broken down, and rebuilt, so that corruption doesn't spawn any more Villains...

Now, I'm not stupid, you lot aren't going to do this for free, so I'm going to be paying you.

You're default budget is a total of 100,000 dollars per month.

I suggest getting some other people on your payroll, cause sooner or later you're going to need some muscle.

The heroes are on the brink of starting a battle that could engulf the world.

Show them what proper Villains can do.

Quirk Types
Quirk Types.

Emitter. Emitter type Quirks have the ability to either release certain substances, or alter materials around them in certain ways.

Transformation. Transformation type Quirks cause the user to take on a temporary alteration of some kind. Transformation-type Quirks allow the user to temporarily "transform" their body in a variety of manners, sometimes enhancing existing features, or perhaps adding new features to the body altogether.

Mutant. Mutant type Quirks can have a wide variety of features and abilities depending on the individual, but the common similarity seems to be that these Quirks are a part of the user's physicality. As a result, these Quirks are passively active, but generally allow the user the greatest degree of control.

Quirk: Laugh Till It Hurts: My laughter is a brown note, causing pain and discomfort to those who hear it.

Backstory:
Theodore Schultz was just a petty thief that used his quirk to pull elaborate, if some what harmless heists before a foolhardy hero caused one his hostages to die meaninglessly in an attempt to apprehend him. In the wake of that failed heist the murder of that hostage was blamed on him, hunted by the law he seeks to clear his name and if he just so happens to expose the corruption within these so called "Heroes" in the process? That's no skin off his nose. In his civilian disguise he's grim and dour to control the effect of his quirk whereas as the Jester he's more cheerful and excitable.

Power: 15/100 (How much strength you can put behind it)
Speed 15/100 (How fast you are with it)
Technique 30/100 (Skill level)

Having actually watched the series now, I feel much more comfortable making a sheet then I did before.

Question though, can we increase those scores later on?

Yes you can. Right now you all are just about above the level of a common criminal.

15 Points is about average for a criminal.
30 is about average for a student in MA.

300 is All Might. Cause Go Beyond! PLUS ULTRA!!!
 
I'm seriously considering just finding something random from the superpower wiki and rolling with it, because I can't really think of anything right now.
 
What exactly is the differance between Power and Speed? What are the effects of it on Quirks?

Speed means how fast you can power on/shut off/Direct your quirk.

Power is how powerful your quirk is, a light-based quirk with low power would be a flashlight, but with high power it's an industrial-grade laser cutter. Or maybe even a flash-fry beam of light.
 
So, what sort of plot/situation would this be? Obviously we're villains, but a more specific idea of what we'll be doing would be nice.

Recruiting people, going on missions to tear down the heroes, stuff like that.

Bit of advice though. Stay the fuck away from All Might. If you want to stand a chance against him your going to have to figure out how to get you're character's Quirk Attributes above 100.

Going near any half-decent pro hero is going to end badly with our starting stats. :p

As for Quirks... how about a reflector Quirk? The ability to send force, fire, lightning, etc, back the way it came?
 
Hmm... perhaps a bird based quirk.
Skarmory-like metal wings that still allow flight...

Why is it that I can't avoid literally edgy characters?

A reflector quirk is acceptable. What type to make you want it to be? You could be a Mutant and be made of a material that reflects energy, or an emitter who can store attack and sent them back.

You have a lot of wiggle room here.

Name: Jeremiah H Walsh
Age: 26
Appearance:

Quirk: Acidbath: Transformation Type: Able transform his body into a particularly lethal kind of acid and change his viscosity.

Backstory: Jeremiah was born to a lower class family in a less than stellar neighborhood. He quickly made a name for himself as a fighter who wouldn't stand for insults, perceived or otherwise. His father frustrated not only with his families lot in life but, also with Jeremiah's growing habit of fighting with most of the other kids, endeavored to get his family out of there and into a better neighborhood. His quirk was a Low-level fire emitter type, and he was able to get a job working as a welder in a shipyard at least until the incident.

A Hero was chasing an inconsequential mugger and accidentally sank one of the ships in the yard trapping Jeremiah's father inside. It was three days until anyone noticed that he was missing and another two before they found him...Well, his body anyway. Jeremiah blamed not only the Hero that cause the accident but, also the yard; it's owners and even the system that allowed such a thing to happen. That was a few years ago now, and he's been backed into a corner but, he recently got an offer. 100,000 a month and he gets to work against the Heros that got his dad killed. How could he say no?

I was thinking more of a barrier-type, personally- creating a plane that reverses the direction of anything that touches it (so emitter). Power would determine the maximum area of the barrier and how easy it is to maintain, speed would control how quickly it forms and can be shifted around once formed, technique would be about shaping it (forming more complex shapes than just a flat rectangle, splitting the barrier into sections, etc).

Is there an age range we should abide by?

Also, I was thinking of doing a character that got more powerful the more adrenaline was in his body.

Name: Norio Osamu (Well, its a Japanese name so I think it'd be written Osamu Norio, which sort of translates to Disiplined Man of Law. )

Quirk: Scalding Skin: Jack's skin is unnaturally hot, and he can increase this temperature even further in certain situations, usually related to how angry he is. He also looks relatively demonic.

Backstory: Jack's life was difficult since the moment he got his Quirk. Not only did he look rather demonic, but Scalding Skin made it extremely difficult to interact with others. Something as simple as a high five was enough to give other children burns after all. Furthermore, he couldn't use items such as paper, as they'd simply combust from his touch.

Jack did eventually manage to get his Quirk under control, but by that point the damage was already done. Other children his age had started avoiding him to avoid getting burned, and over time his lack of friends and rather reserved nature (due to his fear of accidentally hurting someone with his Quirk) naturally developed into a bullying problem.

The bullies never got physical, if only because they didn't want to get burned, but they often called him names such as Demon, and would steal and burn his stuff. This weant on for years, and eventually Jack snapped, grabbing one of the ring leaders by the face and holding on for at least five minutes. The bully had severe burns and would have to live with burn scars in the shape of a hand on his face for the rest of his life. Jack, in equal parts anger and shame, ran away, but living on the streets isn't easy. By the first year, he had to resort to villainy to survive.

Age: 20
Appearance:

Quirk: Dark Arms (Mutation): Able to use the six extra limbs sprouting from his back to attack or move around as they are stronger than the rest of his body, they are not suited for fine manipulation however.

Backstory: Naoki had the misfortune of having a mutation Quirk that quite frankly made him look like some boss encounter in a video game. Combined with lack of fine control of his new limbs he often caused the occasional incident of property damage as he went about his life. So when he was mistaken for a villain by a rookie hero and chased for an entire week after being found in a rather compromising position (there was a store with a several punctures in the walls that had just been robbed and Naoki happened to be there) the youth decided to just go with it and become the villain he looked like. His parents weren't very happy with that choice and told him to only see them again if he decided to 'reform'.
