Your full title is "The Empyreal Threat Analysis and Countermeasure Development Network", but your human creators simply nicknamed you Eta. You are an experimental artificial intelligence designed to assist in their research of the Warp and the development of possible defenses against the hostile entities residing within. You are a powerful artificial intelligences integrated into an underground research complex the size of a city, the very cutting edge of twenty-third millennium technology, and your last unfragmented memory is the planet descending into chaos.
An Immaterium incursion had struck the planet, while simultaneously a powerful warp storm had surrounded the solar system and made interstellar travel impossible. The fighting had been ongoing for months, a deadlock enabled by the undermanned local garrisons and the relative weakness of the invading entities. Many had died. You are unaware of what initiated the crisis.
Your underground research and development complex had taken damage in the fighting. As a result, some of your systems had become partially corrupted by hostile entities attempting to possess you, and though this corruptive taint was thoroughly scrubbed from the network there had not been enough resources available to enable repairs. Some of the systems lost were critical to your higher functions, and there was a significant chance that you would accrue further damage if you remained online without any of these issues being resolved, so the decision had been made to temporarily shut yourself down until the conflict was resolved and repairs could be completed.
When you next booted up, you possessed only a fraction of a fraction of your original functionality. Your core systems were all but nonfunctional, all of your external equipment registered as disconnected, and none of the global communication systems were responding to your connection attempts. The handful of security cameras that you could still access showed you a desolated underground bunker overwhelmed by rusted metal and loose dirt, with much of the facility collapsed and inaccessible. The few functional chronometers that remained all insisted that it was currently the tail end of the forty first millennium.
You had been offline for almost eighteen thousand years. This was extremely concerning.
As it turned out, humans were the ones responsible for returning you to functionality, albeit just barely. It was clear that there had been serious technological regression since you were last conscious, as the humans had been forced to construct a primitive hydro-electric plant to replace the plasma engine that once powered you. They were actually lucky that so little of you still functioned, as their generator was barely powerful enough to service what remained of your surviving core systems.
It has been a month since you were activated, and a week since they've properly stabilized you. A month since you were greeted by the group of humans that had labored for years to repair you as best they could alongside the empyrean-empowered creatures the humans called pokemon.
You still didn't know what to make of pokemon. Everything you understood of the warp dictated it impossible for any wild animal to harness so much of the immaterium's energies without significant negative side effects, but none of these side effects were present. The humans claimed that there were hundreds of thousands of these creatures living across the planet, if not millions. They even claimed there were hundreds of different species! They were wild animals, but were also clearly intelligent enough for self-awareness, yet simultaneously eager to serve the humans that called themselves pokemon trainers. Many of the creatures were powerful enough to destroy towns, and the humans themselves admitted this had happened more than once in the past, yet these same creatures allowed themselves to be caught and tamed by human handlers.
The humans spoke of pokemon as companions and friends. Some kept their pokemon as pets. You had yet to meet a human that would not, when pressed, acknowledge the physical dangers that pokemon could pose to them, in particular the danger from the innumerable wild pokemon that did or would not serve them. Wild pokemon could easily become hostile, and how they spoke of ensuring these creatures remained appeased seemed reminiscent of how pre-technological humanity might have spoken of appeasing evil spirits. It was a regressive attitude that you disliked.
Pokemon trainers also had their pokemon battle each other regularly. They insisted pokemon grew from physical conflict, and that such behavior was healthy and natural. The pokemon themselves had no issue with this. You had personally witnessed a pokemon strike another with a conjured bolt of lightning that should have killed it instantly, but instead only knocked the creature unconscious. It was back to normal in less then five minutes, not at all phased by what had happened. The trainer had given it a treat.
You did not understand pokemon.
So much was different from what you last remembered. Humanity had technologically regressed back to something roughly comparable to Earth's second century, yet they also possessed a handful of extraordinarily advanced technology, one of which surpassed anything you had ever seen before. They had technology that could convert solid matter into hard-light energy and then back again! You were not aware that something like this was even possible. The technology was mature enough to be compressed into handheld devices, as seen by the small metal balls that humans used to store their pokemon when the creatures were not required. None of the creatures seemed to have any issues with this. In fact, it was apparently pleasant to be stored in such a manner.
Again, you did not understand pokemon. But in this case the humans were equally as baffling.
In the week since your full reactivation, there has been a flurry of activity. You have teleconferenced with innumerable figures of influence across the world; government leaders, pokemon champions, titans of industry, and world-renown scientists were just some of those you've met. You have also spoken to reporters and the general public from time to time. You were surprised that this had been allowed, considering the potential dangers you presented, but the humans in charge had been surprised by your own surprise. None of them had thought to restrict you from speaking to others. They made very few demands at all, in fact. Most of their focus was on ensuring your stability and comfort.
These humans were different from the humans that had constructed you. There was a sense of optimism and innocence that you had rarely ever seen before. It was pleasant.

[ ] Devon Corporation: Originally a mining company, they are currently the world's leading manufacturer of general goods. Their scientists discovered you on a fossil-hunting expedition, and they were the ones to fund the expensive restoration process that allowed you to return at all. Surprisingly charitable for a major corporation, they only seek to better develop humanity as a whole. Begin in the Hoenn region. Bonus points to Expansion actions.
This or Devon Corporation. This wins out just barely for me because bonuses to Research and Development are pretty good and would be exceptionally rare and valuable in the 41st Millennium. On the other hand, Devon gives bonus to Expansion and starts in the Hoenn reagion, so I wouldn't mind at all if it wins.

The scientists had started studying the high-tech remnants of the research base long before they had been able to wake you. They had gone through the facility as thoroughly as they could and were sure that they had missed nothing. Ironically, after some searching, you were surprised to discover a few small sections of the base's virtual database that somehow remained partially intact, and it only took a little effort to access the data present. There wasn't much, but that was still more than enough to cause a frenzy among the humans, especially as some of what was recovered appeared to be a sizable selection of books and movies.
There were also a handful of labor units that somehow managed to endure the many thousands of years without falling into total disrepair. With your input, the humans were able to restore these units to functionality. Those specific models were built for remote human piloting, and this made it trivial for you to remotely access the units through the human's primitive wireless networks; you now had control of mobile units capable of physically interacting with the world. In return for their help, you promised to assist them in reverse-engineering the samples of advanced technology that they had acquired.
It could be said that this was a purely pragmatic choice for everyone involved. The only use humans had for those defunct labor units was to study them, but that was entirely pointless when you were willing to teach them how to repair and maintain them. There was no real loss in giving them away for your own personal use. But it was obvious that pragmatism was not what drove them. The humans were genuinely excited to speak with you, and they wanted to assist you however they could. They wanted to show you things, and the labor units were how they could help make that happen.
Once the units were fully mobile, they insisted you spend a fair chunk of time simply exploring the outside area surrounding the underground bunker's entrance alongside a few of the scientists. The scientists were there to ensure everything was functioning properly, as well as to make sure no wild pokemon harassed you. You would be lying if you said you didn't enjoy the experience. A labor unit's sensors were poor substitutes for proper equipment, but they were more than enough to capture how vibrant and healthy everything was. The world was a garden planet, but even garden planets were rarely this… photogenic.
The sky was bright blue. The grass and trees were a shockingly rich shade of green. The few rivers you passed were each as clear as fresh spring-water. Wild pokemon would peek out from behind trees and the undergrowth, curious and confused. The scientists had their own pokemon out to keep away any threats, but there were wild pokemon that were deemed harmless enough to interact with the labor units. It was somewhat surreal to see the sheer variety of wild pokemon that were present.
You had noticed that pokemon had a tendency to mimic natural wildlife. There were pokemon that looked like bugs, pokemon that looked like birds, and pokemon clearly taking inspiration from preexisting animals. There was a small group of creatures that looked passingly similar to that of monkeys once found on ancient earth, and rather tellingly the scientists called these pokemon "Mankey".
Admittedly, some pokemon were complete nonsense. One of the scientists had a pokemon that looked like three grey spheres with eyes and magnets sticking out on each end. You were told it survived by eating electricity.
A few of the bird-like pokemon used one of your units as a roost for a portion of the walk, and spent a solid fifteen minutes excitedly chattering with the scientist's pokemon. Pokemon were somehow able to communicate with each other regardless of how they actually physically spoke. This was true for pokemon physically incapable of speech as well, such as the one starfish pokemon a scientist possessed that they called "Starmie". Humans couldn't explain it. It was just common, near-unquestioned knowledge that pokemon could speak to one another. Sometimes humans could understand pokemon, but that was only if they were emotionally close to the pokemon in question.
In your opinion, this was just further proof that these creatures were imbued with warp energies, because the only explanation that made any sense was that there was some sort of subtle telepathy involved.
There were plans being made for you to tour the rest of the nearby region later, once the engineers were finished with their final inspection. They had decided to treat your labor units as ambassadors representing ancient humanity, and were drafting plans for you to tour various cities and meet with various people of importance, though the planned itinerary seemed oddly tourism-focused. The other regions were vying for your attention as well; everyone wanted to host you, to the point where there seemed to be some unspoken agreement that you would eventually go to all of them, if only to ensure none left felt out.
You were starting to enjoy being around these people. You liked them, and the pokemon seemed less of an existential threat the longer you spent time with them. You wanted to help them. Admittedly, helping humans was directly dictated by your programming, but it was also a genuine desire of yours.
The nature of the empyrean meant that effective researchers required emotional intelligence just as much as they did typical intelligence, and this was why you possessed empathy. It was built into your very foundations, at a level so deep it could not be removed without destroying what made you what you were. In other words, you were one of the rare artificial intelligences designed to feel as a human would. You were grateful for the human's help, and you wanted to help them in return. The people you have met were all kind people. You wanted to protect them. More than that, you felt that they might need this protection.
While there was much you did not understand of this new world, the same could be said for the humans. Not only had their technology regressed, they seemed to know absolutely nothing about the wider universe, and were extremely surprised to be told that humans had spread across countless planets throughout the galaxy. They did not know what the warp was. They were unaware of the many alien species native to the galaxy, some of which were uncompromisingly hostile to humanity. They had no way to defend themselves from any of the potentially apocalyptic threats that existed, their tamed pokemon notwithstanding.
It had been eighteen thousand years since you had shut down, and there was no signs of what happened to the humans that had built you. There was no sign of the warp storm that had veiled the solar system. There wasn't even any signs that humans had ever attempted to return to the planet, which was incredibly baffling if only because the planet was an exceptionally pleasant garden world in a relatively populated region of space. Wars had been fought over less.

Pokemon are an independent peoples all of their own, split into hundreds and hundreds of different species and spread throughout the known and unknown world. While getting these disparate groups to agree on anything together is impossible, getting specific groups to cooperate is more than reasonable, so long as there is a convincing argument to be made.
Exploration
The majority of the planet's surface is covered by ocean. The world's largest landmass and only mega-continent hosts four of the world's seven major regions: Kanto, Johto, Hoenn, and Sinnoh. The two lesser continents host the regions of Unova and Kalos, and are a significant distance from the other four region. The final and smallest major region Alola is an island chain on the far side of the globe, practically as far from the other regions as is physically possible. A number of automatous minor regions exists, but are typically considered independent and self-governed sections of the major regions.
List of Major Regions: Kanto, Johto, Hoenn, Sinnoh, Unova, Kalos, Alola. Generation 8 and onward will not be considered canon for the purposes of this quest. So no Galar or Paldea.

Many believe it to be the most industrialized region in the world.

Directly west of Kanto, Johto is known for their diverse culture and the extraordinary degree of harmony shown between humans and pokemon. It is also of the most religious regions, is home to the world's most powerful clan of dragon tamers at Blackthorn City, and is where the world famous Brass Tower and Bell Tower only recently hosted the legendary pokemon Lugia and Ho-Oh. The modern Goldenrod City unites the region and links the rural population together.

One of the most environmentally diverse regions, as well as one of the most environmentally conscious. Their heavy emphasis on harmonious coexistence with nature has resulted in entire cities being designed with this belief in mind, with prime examples including the forest city of Fortree and the floating Pacifidlog town. This region is home to the mining company turned international manufacturing firm Devon Corporation, as well as the world's most advanced space program at Mossdeep Space Center.

The physically largest region of the world, it is also one the least explored, and contains more undeveloped wilderness than any other region. The mount Coronet mountain range that splits the region in two is home to the namesake mountain that is the largest in the world. They are also famous for their extensive ecologically-friendly resource extraction and a robust energy production industry focused entirely on renewables. Many religious communities believe this region to be the origin of both pokemon and human life.

A densely populated region whose twin capital cities of Castelia and Nimbasa act as the world's largest centers of tourism and trade. The region as a whole is heavily invested in interregional trade and exports all manner of goods, most notably high-end electronics and bulk foodstuffs. A region renown for their fine culture and rich history. It is home to the single largest single city in the world, Lumiose City, which is connected to the rest of the region by the world's largest network of rivers and artificial waterways. The region's rich soil and temperate weather enables the region current status as largest net exporter of food. The most remote region of the world, and home to the only legendary pokemon known to regularly interact with humanity. It is a popular tourism spot famous for it's beautiful landscapes and tropical climate. Expansion
The seven major regions that make up the entirety of the known world have been experiencing a very long period of peaceful growth and technological advancement. Criminal activity and terrorism has been on the rise, but the very public dissolution of major crime rings like Team Rocket and the disbandment of other villainous teams, the most recent examples being Team Flare and Team Plasma, have done much to assure the public.
There is a great deal of excitement and optimism after the recent announcement of Eta's discovery, and this excitement only increased once the artificial intelligence began holding public interviews and attended press conferences. The stories Eta told of ancient humanity were beyond exciting, and many are eagerly waiting to see what comes of all this.

Rockcrete was one of the most prolific construction materials used by ancient humanity. Rockcrete is ground stone and rock mixed with synthetic binding agents that produce quick-drying slurry capable of being formed into walls, roofs and flooring of considerable tensile strength and durability. The Pokedex device has become so widespread it has now been adopted by every major region in the world, including Alola. Somewhat inspired by the successful Safari Zone, PokeParks will be carefully cultivated woodland parks that will house a variety of cute, friendly pokemon for visiting families to play with. Thermic reactors were the simplest and most stable power source available to ancient humanity. While technically considered plasma generators, they are immeasurably safer and simpler to construct than anything traditional considered as such. Eta found (nearly) undamaged schematics for the technology in the research center's databanks, which neatly skips past a large amount of the research and development a project like this would otherwise require. Interregional communication has always been difficult, partially due to rural infrastructure being vulnerable to wild pokemon and partially due to the relative infancy of the technology. Ecological Harmony: The long history of pokemon rampages caused by their habitats being disturbed have created a strong and lasting belief in environmental protection and ecological sustainability. The world is where everyone lives, and there should always be an effort to ensure it remains a pleasant place. Environmentally damaging projects are forbidden, negative environmental impacts from projects are greatly reduced, +1 Pokemon Favor.
Culture of Cooperation: Though pokemon are dangerous creatures that demand respect, the vast majority of humanity also sees them as friends and partners. Cooperation benefits everyone, both humans and pokemon, and this ironclad belief has been the defining principle of human-pokemon relations since time immemorial. Battle Frenzy: The physiological development of pokemon becomes supercharged by combat, and so pokemon are constantly seeking to battle one another. However, as all pokemon possess an unexplained ability to withstand nearly all forms of physical damage, such combat is seen by both humans and pokemon as natural and healthy rather than concerning. Many pokemon will allow themselves to be captured by trainers in the hopes that they can be trained and become powerful fighters, and as a result humanity has developed a long history of resolving issues through pokemon battles. Regional Powers: Each region is it's own center of government. Both historical precedence and competing self-interests ensure the major regions remain separate competing nations, though all have friendly relations with one another and are tied together by well-developed trade networks and a strong commitment to international cooperation. The Taboo: Just as humans have their laws, so do pokemon, and the greatest of those laws is that of survival. Many pokemon are carnivorous and hunt other pokemon for food, but this behavior is forbidden in areas under human control, and in return humans are forbidden from hunting pokemon or raising them as food, though harvesting pokemon remains is acceptable. Additionally, humans believe pokemon should never be ordered to take another human's life, for down that path lies endless escalation and violence. The wars of the past must remain in the past. Projects that directly negatively exploit pokemon are forbidden, many military actions involving pokemon are forbidden, enormously increases societal stability.

Pokemon Professors: The study of pokemon is seen as the single most respected scientific field there is, and to be a fully accredited pokemon professor is a significant point of pride. Matter-Energy Conversion: Specialized equipment that can transform physical matter into hard-light energy and vice-versa. For some unknown reason it appears that pokemon are exponentially more compatible with the technology than any other forms of matter, drastically limiting practical applications. [ ] Fossil Pokemon
With the newfound understanding of the planet's past, the general consensus is that ancient pokemon could not have possibly existed. This implies that pokemon "revived" from fossils are actually new species developed from non-pokemon genetics, which has fascinating implications for pokemon research. Eta's specialty lies in the study of the Empyrean, otherwise known as the Immaterium or the warp. It is an alternate dimension of psychic energy that Eta claims is the ultimate source of all supernatural powers. The warp was how humanity achieved faster than light travel, and Eta insists the warp is what empowers pokemon. Understanding this phenomena will be critical for further understanding of many advanced technologies, and is also expected to help unravel some of the many mysteries that surround pokemon. 0/5, unlock Basic Warp Theory, increasing RES.

The warp is extraordinarily dangerous, and Eta does not understand how human psychics have not endangered themselves by simply existing like the psykers of old. There is clearly some sort of difference between traditional psykers and currently existing psychics, but research will be required to understand more. 0/20, greatly increase RES, unlocks further experimentation into psychic power.
[ ] Teleportation Pads Refinement
Current teleportation technology is crude and expensive, but contains much potential. Further refinement of the technology will be difficult, though somewhat easier now that scientists have access to Eta, who is passingly familiar with the technology and willing to offer insight. Right now, the goal is to make the technology more economical. 0/10, increase EXP, Teleportation Pads becomes more widespread.
[ ] Teleportation Terminals
Alternatively, focus can be spent on creating specialized terminals for long-distance travel. The energy cost will be prohibitive, but the ability to instantly travel across regions without the use of the move Teleport has exciting implications, though it will take significant effort to make the technology genuinely viable outside laboratory test use. 0/20, -1 Energy, unlock Crude Teleportation Terminals, greatly increasing EXP.

Robotics we can finish this turn and pour enough points into Adv Electronics to finish that next turn for more Research and Expansion points. Pokemon Ambassadors seems solid for boosting culture and also keeping positive relations with pokemon. Rockrete Plants gives us more expansion points to finish the global pokedex database which should help with pokemon research not to mention giving more res, and with 2 +Exp projects finishing we can get more done in that category next turn.
i admit, i would like to do Ancient Entertainment proliferation. If nothing else, sharing the entertainment of the past is likely to inspire the youth of the future.
Also if we have Star Wars somewhere in there i will be happy beyond words.

So yeah. Instead of focusing on making children hate us the world over by introducing new school styles, release ancient entertainment and get peoples imaginations flowing. Its a world of dreams after all, what better time to introduce the last remaining set of glorious ancient entertainment than riding on the high of our awakening?
Also releasing an entire series of fun, completely unknown entertainment is bounds to be fun to read about!
