No, Kairi arrived in Romania and got his Command Spells before the Black summons were all done. I believe at the time, the Red Faction was actually the one mostly summoned, but I'm too tired to check. Caster of Black and Lancer of Black were definitely summoned beforehand, and I believe Mordred and the rest of Black were summoned at roughly the same time, with all the other Servants arriving before them.
