The idea is that men called up under the conscription are not very disciplined, so if you don't give them something to do, they will figure out how to entertain themselves, and they may well damage property and get hurt in the process. So in addition to military training and community service, some officers give out pointless tasks like "sweep the parade ground with a crowbar" or "paint the grass", so that the soldiers have neither the energy nor the time for stupid ideas.
