I do have one question:

If you guys do have Yang Wen-li, and an extensive defense oriented network spread throughout allied states...What are your odds of producing Variable Fighters? Because a rapid response force is all your doctrine really needs to click like a bear trap. Let's ignore the minovsky particle interference issue for a second. The missiles are less of an issue than an ability to get from Point A to Point B at speeds that would utterly dab on the Zeta Project machines. Which combined with just sheer weight of guns addresses almost all other issues

Plus you're not in the Earth Sphere, really, so the space debris issues that would otherwise pose a risk aren't as salient to your own doctrine.

So, let's shelve that as a long term goal then.

If tactical rapid response isn't viable. Then, strategic would be a good holdover. Are capital-ship scale mass drivers viable?

Given the doctrine in play, defending that kind of infrastructure should be viable. Wouldn't even need to extend past the outer sphere.

This looks like a good plan to me, figuring out how are holdings are doing and researching what we found on the outer planets.
