It should also be noted that a central icon can have different interpretations. As mentioned in Waybound, the 'Hammer Icon' can either be...the manifestation of the hammer in warfare (aka the Warhammer version of the Sword icon), or it could be the Icon of building, of Creation.

You are correct to a degree, at least the first part. Lando even calls it out; he wonders aloud why the Star Destroyers were hanging back and not doing anything while the fighters and smaller ships had engaged the rebel fleet... ...however, then the Emperor, to spite Luke, orders the Death Star...
